The Climate Change Act 2019 outlines that Scotland must reach net zero* emissions by 2045, with interim targets of 75% by 2030. Since housing accounts for around 13% of Scotland’s carbon emissions, it is vital that the sector works collectively to reduce its carbon emissions to mitigate the impact of climate change for future generations, and to meet the ambitious Scottish Government target of becoming net zero by 2045.

Countdown to Zero is a one-day event that will focus on tackling the climate change emergency in the social housing sector. While other sector challenges vie for our attention, the climate change crisis demands that we continue to move towards delivering sustainable homes.

Join TIS, with housing professionals and tenants across the sector to explore building cleaner, greener homes, and better futures for tenants – but importantly, in a way that keeps rents affordable, tackles fuel poverty, and provides opportunities for communities to engage and influence decisions.

Ciara O’Connor – Social Housing Heat Decarbonisation Team Leader, Energy and Climate Change Directorate at the Scottish Government

Ciara O’Connor will discuss the Scottish Government’s response to the Zero Emissions Social Housing Taskforce (ZEST) Report findings and recommendations and how we can work towards achieving net zero in social housing.

Naeem Bhatti – Head of Fuel Poverty and Housing Standards Unit at the Scottish Government

Naeem Bhatti will outline the role of the Scottish Government’s Fuel Poverty and Housing Standards Unit, focusing on the fuel poverty strategy’s comprehensive action to tackle the four drivers of fuel poverty which are key to meeting the Scottish Government’s ambitious climate change targets, and to tackling fuel poverty.

11:55 – 12:30pm West of Scotland Housing Association’s Approach to Sustainability
Brian Gannon – Chief Executive Officer at West of Scotland Housing Association

Brian Gannon will deliver a session focusing on West of Scotland Housing Association’s Sustainability Strategy, including their ESG Statement and joint work with members of the G8 RSL Benchmarking group around reducing our collective carbon footprint.

Colin Reid – Energy, Carbon, and Sustainability Manager at Wheatley Group

Colin Reid will a deliver a session on Wheatley Group’s will achieve a net-zero future for the benefit of customers and communities.

Climate change and your home
Trudi Tokarczyk – Service Improvement Manager at Scotland Housing Network
Stephen Connor – Development Manager at TIS

Trudi Tokarczyk and Stephen Connor will focus this workshop on the Climate Change and Your Home project findings. The project highlighted that whilst tenants are aware of the Scottish Government’s ambitious target to reach Net Zero emissions by 2045, they are not always fully aware of what this means to them and their homes.

There is a need for improved communication surrounding decarbonisation of social housing, to ensure that tenants have a full understanding and can make informed decisions.

TIS in partnership with Scotland’s Housing Network, will share the Climate Change and Your Home Engagement Toolkit, which has been developed to support housing organisations to successfully plan tenant engagement strategies surrounding climate change and the decarbonisation of homes.

Fiona Clandillon – Head of Development at Midlothian Council

Fiona Clandillon is the Head of Development for Scotland’s fastest growing local authority, Midlothian Council. She leads on the delivery of an ambitious capital investment strategy, including Scotland’s largest passivhaus housing programme. Current pressing issues include the transition of housing stock to net zero, community infrastructure and managing escalating costs alongside rising housing need.

Prior to joining Midlothian Council, Fiona worked for the Scottish Futures Trust and as a planning consultant, promoting commercial, residential and regeneration projects across Scotland and promoting innovative approaches to funding affordable homes and essential infrastructure. Fiona is also a chartered Town Planner.

* Net zero means cutting greenhouse gas emissions to as close to zero as possible, with any remaining emissions re-absorbed from the atmosphere, by oceans and forests for instance.

At the UN Climate Change Conference (COP26) hosted in Glasgow, the collective of almost two-hundred countries agreed the Glasgow Climate Pack, a target to keep alive limiting global temperature rise to 1.5C. There is much that needs to be done to meet the target, and countries are exploring methods to switch to clean technologies and sectors of the global economy are working to decarbonise.
