A housing organisation’s main source of income is the rents that tenants pay, and for most tenants it is the main item of household expenditure. Thus, it is crucial that housing organisations engage with tenants, communicate clear information, and listen to views about rents before considering any increase.
In 2019, the Scottish Housing Regulator (SHR) published a revised regulatory framework and therein, the importance of empowerment through a strong tenant voice was reinforced with a clear message – it is central that housing organisations involve tenants in the scrutiny of their performance, and in discussions about affordability and what tenants get for their rent.
To support housing organisations to successfully undertake a consultation process with tenants on upcoming annual budget and rent reviews, TIS has launched an essential, Member’s guide ‘Rent Setting and Affordability: Getting the best from your consultations’.
This guide will assist you in organising and structuring a consultation built on the basis of effective tenant participation and scrutiny activities. It contains a number of good practice examples which demonstrate a range of methodologies that you can learn from, share, and tailor to suit your needs.
It will also aid your understanding of the standards and outcomes set within the Scottish Social Housing Charter, and also guidance provided by the Scottish Government and the Scottish Housing Regulator in relation to tenant consultation.
