Our services
Tenant participation
We champion innovative and inclusive approaches to tenant participation. Our expert team supports communities and housing organisations to work in partnership, strengthening relationships, and embedding tenant voices in decision-making at every level.
Scrutiny
Effective scrutiny is essential to improving housing services. We work with tenants and housing organisations to build robust and impactful scrutiny practices – ensuring tenants play a central role in shaping services and driving improvements.
Research and strategy
Embodying our value of innovation, we carry out research that informs forward-thinking strategies. By developing evidence-based resources, we support organisations to respond effectively to the evolving needs of tenants and communities.
Consultations
Reflecting our commitment to inclusivity, we design and deliver meaningful consultations that amplify the voices of tenants. By drawing on our specialist knowledge and sector expertise, we help organisations create inclusive, well-structured processes that ensure all perspectives are heard and valued.
Independent advice
We provide balanced and informed advice to tenants and housing organisations. With extensive experience in stock transfers, constitutional partnerships, and transfers of engagement, our team ensures decisions are transparent, focused on achieving the best outcomes.
Training
Our training programmes equip tenants, housing colleagues, and boards and committee members with the knowledge, skills, and confidence to face current challenges. Focused on practical solutions, our training encourages collaboration and inspires positive change across the sector.
Scrutiny Accreditation
Developed in partnership with Scotland’s Housing Network, our Accreditation framework recognises housing organisations that demonstrate excellence in tenant scrutiny. It provides assurance for tenants and inspires housing organisations to embed meaningful engagement at every level.
Membership
TIS members share the same values of nurturing tenant participation, finding creative approaches to encourage communities and housing organisations to work together, and ensuring engagement remains high on the national agenda. Become part of one of the sector’s largest membership communities.
Development support
TIS currently manages development support projects in East Ayrshire, East Lothian, and South Lanarkshire. These projects empower local tenants to build skills, knowledge, and confidence, while supporting housing organisations to embed participation practices that make a lasting difference in communities.
The TIS Strategic Business Plan 2025 – 2028 sets out our direction for the next three years and is guided by a vision, mission, and core values. It describes how we will bring our vision to life through four strategic priorities: our people, our services, our marketing, and our impact.
It outlines our ambitions for growth, the strategies that will extend our reach, and the resources that are needed to achieve our goals. Together, these form a strong framework for what we do – ensuring tenants’ rights are central to decision making and housing colleagues are supported to strengthen their tenant participation and engagement practices.
