TIS has unveiled its Strategic Business Plan 2025 – 2028 that sets out the direction of the organisation, guided by refreshed vision, mission, and core values. Together, these provide a strong framework for ensuring tenants’ rights are central to decision making and that housing colleagues are supported to strengthen their tenant participation and engagement practices.
Developed in collaboration with staff and the TIS Board, the plan describes how TIS will bring its vision to life through four strategic priorities – its people, services, marketing, and impact. It is a roadmap for how the organisation will continue to work towards creating better homes, stronger communities, and a fairer housing system for all.
Over the next three years, a key area of focus will be to firmly embed tenant participation within the culture of housing organisations across the sector. By influencing governance at Board level, the organisation aims to ensure that a commitment to meaningful engagement is led from the top and reflected throughout every level and area of service delivery.
TIS will also build a diverse and inclusive team that reflects the communities it serves across Scotland and is committed to cultivating a collaborative culture where every individual feels valued, respected, and encouraged. Its services will remain inclusive, accessible, and aligned with the evolving needs of tenants, housing organisations, and the wider sector.
Equally, TIS will grow and strengthen its membership, fostering deeper engagement and creating more opportunities for connection, knowledge-sharing, and a collective influence on national housing policy and practice – ensuring that both lived experience and professional insight help shape the future of housing in Scotland.

To ensure accountability, progress against the plan will be measured through clear objectives and an annual action plan, closely monitored by senior management and reviewed by the TIS Board.
